Coz back then everytime Naruto and the 9 Tailed Beasts gets in trouble, they always report everything to the Hokage and i don't see Lady Tsunade getting involved in this situation happening inside the village. Naruto is like the village sacred weapon/relic here. All eyes are on him including Danzo's and the Anbu squad. Imagine 2 of the 3 Legendary Sanins of the Hidden Leaf also fighting this Otsusuki? that would be epic!
